The SAFe Implementation Roadmap

A change-management pattern that sequences a transformation so leadership alignment, trained change agents, and a working operating model are in place before teams are asked to change how they deliver.

1
Align

Reach the tipping point & align leadership

Transformation starts when leaders agree the current way of working can no longer meet the business need — driven by a threat (falling behind) or an opportunity (a new market). Without shared urgency at the top, everything downstream stalls.

2
Enable

Build the change engine

Train internal change agents (SPCs), educate executives in Lean-Agile leadership, and stand up a Lean-Agile Center of Excellence (LACE) — the capability that carries the transformation after consultants leave.

3
Design

Design the operating model

Identify your value streams and organize people into Agile Release Trains around them, then build the implementation plan and pick the first ART to launch. The highest-leverage decision in the whole roadmap.

4
Launch

Launch & coach the first ART

Prepare the train, train the teams, and run the first PI Planning to launch it — then coach execution through the first few Program Increments. The real learning happens in delivery, not the classroom.

5
Scale

Scale & sustain

Launch more ARTs and value streams, extend Lean-Agile practices to the portfolio, and keep improving. There is no “done” — only a more capable operating model over time.

⚠ Where teams get stuck

The common failure points: skipping leadership alignment (phase 1), launching ARTs before the operating model is designed (phase 3), and treating training as the finish line instead of coaching real delivery (phase 4). Most stalled rollouts trace back to one of these.
